In Steam settings, you can enable it by going to Steam settings, then downloads, and selecting "Allow downloading while playing a game."
Probably I left that option off after installing Cleanminder on Windows 10 or when I changed between the beta and full versions of Steam. Occasionally the fix is so clear but we don’t notice it right away. I’m going to give it a shot now and find out. Thanks!
