It might simply be insufficient thermal paste and weak connection to the cooler. You can verify this by checking online compatibility for your cooler and CPU. If it still works, the issue could be related to case airflow rather than the processor itself.

I played the game at high settings in 1080p for a short time. My GPU used about 60% while the CPU used around 40%. Temperatures stayed below 64°C on both components, but I only achieved 80-120 FPS max. This sounds like thermal throttling.

These conditions aren't ideal. It might just mean the updates caused performance issues, which is fairly typical.

But except for Rainbow Six, all the other titles barely reach your desired frame rate—most stay around 80 to 120 FPS.
