Does it appear in the disk manager? It could display an "unallocated space" section. If yes, just set up a new simple volume there, assign a drive letter, and format it as NTFS—then it should function properly.

there remains 30 mb that isn't unallocated, which is why I'm unsure about the next steps

The unallocated area is problematic—it's completely unstructured and not usable. If most of it is empty except for about 30MB, that’s the issue. Right-click the unallocated section and select “Create New Simple Volume,” then proceed with the instructions.
