It's simply Chrome's overprotective side. I'm running Comodo Dragon, a Chromium-based browser that's significantly more secure, so that's perfectly okay.

If Chrome identifies something as harmful, it will stop the download completely right away. I’ve used Chrome myself and downloaded it without issues after reading your message. It’s also my daily tool for things like Tartarus, and there’s no malicious content. Just ensure no other viruses or malware are affecting Chrome and preventing other downloads.
