What kind of screen are you using? A 60 Hz display limits performance to 60 frames per second.

Have you experienced 60fps in games before? When did this issue begin to occur? Also, the CPU seems to be limiting performance significantly.

The sole explanation I have is that your 8gb RAM might be the problem, and verify that your settings are set appropriately to achieve 60fps.

I can achieve 80fps with my RX580 in Destiny 2 on ultra. Forza Horizon 4 at ultra 60fps works too. A 1060 6gb should handle it similarly. Probably the RAM is the issue.

For anti-aliasing, using FXAA instead of SMAA should help maintain performance at higher settings. It should be possible to achieve 60fps in high or ultra modes. Regarding memory, is your configuration 8GB split across two cards (16GB total) or two 4GB cards? You might want to check CPU/RAM/GPU usage to see if any component is limiting performance during gameplay.

Maybe it is an old processor, but it is still a strong one!
And there is no way he is holding back a 1060!
