I don't understand why everyone thinks 24 fps is perfect for film. Have you noticed The Hobbit: The Desolation of Smaug at 48 fps? It looks much sharper. Lower frame rates can actually enhance the viewing experience!
Not every locked game runs at 30 FPS for the same cause. Ubisoft continues to work hard, while some less seasoned developers lack sufficient experience and struggle to meet expectations. The team behind Evil Within is a newly established studio, making it their inaugural project.
It seems the issue isn't specifically tied to The Evil Within. The low 30 FPS limits on PC games lately are uncommon, and it's unclear what Ubisoft's role is in this situation. They haven't publicly announced a 30 FPS cap for any PC releases yet.
