The timing is controlled by the display itself. Even with higher FPS, if your screen, motherboard, or connector can't handle less than 5 ms or 8 ms, response time won't improve. Most genuine 1 ms motion sensors exist, but only a few truly measure at that level. Increasing frames per second doesn't boost response time when hardware limits are in place. The Zowie and Asus are known for producing such fast monitors, though other brands may also offer them.
