So initially I had an i5 12400f with an Aorus RTX 3080 Master, and I noticed my CPU idles at about 50%. When playing games like Valorant, it jumps to 100% instantly. This isn’t typical since my friends with similar CPUs (but different GPUs) all have around 30% usage during the same games. Also, my 3080 didn’t show much improvement over my old 3060, so I looked up videos with similar specs and saw they were getting roughly double the FPS. I thought it might be a virus, but Windows Defender said my PC was clean after a full scan. Thanks in advance.

When sharing a troubleshooting thread, it's important to provide complete system details. List the specifications as follows:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
Include the PSU age along with its make and model. BIOS version for your motherboard at this time.
Did you run DDU to uninstall all GPU drivers before removing the RTX3060? If you made any system upgrades besides the GPU, please share two sets of specs—one before and one after.

I recently switched cases, RAM, and motherboard. Present specifications: CPU i5 12400, cooler Cooler Master ML360L, GPU RTX 3080, RAM Corsair Vengeance Pro 3600mhz 4x8GB, NVMe 1TB micron, PSU cooler master 750 watt MWE, main monitor 2160x1440p 165hz Acer Nitro 27', second monitor ASUS TUF Gaming VG247Q1A, chassis NZXT H9 Flow. The PSU is about two years old and I updated my BIOS a month ago. Previously, my setup was just the GPU from 3060 to 3080 and the motherboard from a B660M-P to B660M-ED4.

did you reinstall windows after the swap?
to check for issues, run userbenchmark.com and share the link to your results, for example: https://www.userbenchmark.com/UserRun/28977730

I retained the same Nvme, and Windows was already set up. It was turned off when I powered it on, so I simply reactivated it in the settings.

Have you verified your CPU temperatures? If the cooler wasn't installed properly or the pump isn't functioning, the CPU might reduce its clock speed to manage its heat. This cooler is usually too much for a 12400 unless it's in good condition.

When I initially assembled my PC, the AIO wasn't set up correctly, causing it to operate at full speed for only ten minutes before overheating. This might have harmed the CPU and impacted its performance. The CPU temperatures remain around 50°C during idle time.

Task manager open with Chrome and Discord running
Task manager displayed with Valorant. Friends sharing similar CPU load are around 40%, whereas I maintain 100%

the processor can operate at 100°C for extended periods, as it safeguards itself by reducing performance through throttling. Current temperatures while under load are being monitored. Updates available include Intel Management Engine Interface Driver, Intel inf chipset driver, and BIOS updates via q-flash using a USB flash drive with the unzipped BIOS file. TUF GAMING B660M-PLUS WIFI D4|Motherboards|ASUS Global is offered. Intel® B660 (LGA 1700) mATX motherboard, featuring 10+1 DrMOS Power stages, PCIe 5.0 support, DDR4 5333 (OC), Dual PCIe 4.0 M.2 Slots with Flexible Heatsink, Intel® Wi-Fi 6, Realtek 2.5Gb Ethernet, Rear USB 3.2 Gen 2x2 Type-C®, Front USB 3.2 Gen 1 Type-C®, Aura Sync, Two-way AI Noise Cancelation. Visit www.asus.com for more details. Check Windows integrity via DISM /Online /Cleanup-Image /RestoreHealth or follow the provided guide. Open an elevated command prompt as administrator and run DISM /Online /Cleanup-Image /RestoreHealth. Explore updates on support.microsoft.com, use manufacturer tools to scan hard drives for errors and apply firmware if needed. If available, update BIOS using ddu uninstaller and reinstall graphics drivers. As a final step, consider reinstalling Windows or resetting it, which will require restoring data and reinstalling applications and games.**

I currently have about 60c during Valorant's open time, whereas benchmarks showed around 70c. I've installed the Intel driver and support assistant, and they confirm everything is up to date. I'm going to try your steps and check for any improvements.
