The CPU temperatures fluctuating between 30 and 80 degrees every about half a minute could be due to various factors. I noticed the fans changing speed regularly, which might be related.

Which operating systems are installed on the machine? Are all the system drivers current? If not, please update them immediately. What power supply unit are you using for the PC? Its make and model. Are you installing the CPU with PBO or Ryzen master or another method?
Sorry, I forgot the PSU but it is: RM850x corsair. Bios and drivers are up to date. And I haven't OC'd the CPU. But I've checked that out!
I noticed the CPU clock speed is fluctuating between 0.5 and 4.7 every 30 seconds, and the temperatures are doing the same. Could I have accidentally OC'd the CPU?
I think by default PBO2 or Precision Boost Overdrive is activated on your motherboard, meaning you're leveraging the built-in AMD overclocking feature.
The issue stems from OS and program activity that leads to the CPU accelerating, requiring increased voltage and power. This results in higher temperatures, which in turn demand higher fan speeds.
Typically, most boards include two sections for AND overclocking choices. AND usually has this feature turned on by default. Therefore, when using AUTO mode, PBO/2 is activated. Auto overclocking has become the standard BIOS setting and needs to be turned off for regular use.
