I recently acquired a new CPU and motherboard from a friend. To support my overclocking efforts, I purchased a new PSU and some case fans and CPU fans. As a beginner, I began researching the process.
I turned off turbo mode, increased the voltage slightly, but raising the CPU ratio didn't exceed 38. I could lower it further, but it wouldn't go any higher. Pressing +/- on the numpad didn't work either. What adjustments should I make? Is this related to my old DDR3 RAM?
If overclocking isn't possible with this board, what motherboard recommendations do you have for a microATX setup (budget-friendly)? I also took photos of the BIOS screen:

It's a B85 board, so you can only apply bclk overclocking with that motherboard. I recommend upgrading to a Z97 to fully utilize the 4670k.

Does it have to be ATX ? Only have room for a microATX.
The most affordable option is around $150. I recommend considering a different case instead.
