I've just increased my FX-4300 to 4.2 ghz at 1.4 v and adjusted the bus speed to 2000 mhz. However, during stability tests, the core speeds are dropping every 30 seconds. I don't understand why this is happening despite keeping the temperature below 60°C. Anyone can help me?

Have you verified the VRM temperature? Which tool can display the VRM temperature? Consider using HWINFO or AIDA64; if no sensor is detected, an infrared thermometer might be necessary.

Have you attempted reducing your bus speed to the default setting?
No success so far. Also, the voltage remains consistently below 1.32.
