Link includes video of the ezdebug light. I’ve tried reseating cables, RAM, GPU, CPU. No visible damage on CPU or socket. Motherboard is an MSI X570 Tomahawk with 4070 Super, CPU R7 5800X, EVGA 750GQ. CMOS cleared didn’t help; swapped GPUs, RAM, even cooler. Got it to Microcenter and realized the issue was power—just need a stable power source, NYC electricity!

Use one memory stick on the alternate channel (the second pair of slots), when it boots that way, insert the second stick and check if dual-channel is active. Sometimes the memory controller on the CPU gets confused, and switching to another channel can help reset it. This hasn't happened on an AMD system before—I've only seen it on Intel ones.

I attempted to insert single sticks from a1 to a2 followed by b1 to b2, but the issue persists.
