I own an Intel i7-9700K with a base frequency of 3.6 and a boost of 4.9. The issue is that my CPU doesn’t activate boost mode, even when running at full load, it remains stuck at 3.6 all the time. I have BIOS mode turned on but it’s not resolving the problem. My temperatures are normal. Anyone have any advice?
What motherboard are you using? Have you updated the BIOS to the latest version? Check HWiNFO to find the turbo power limits for PL1 and PL2. When turbo boost is turned off, a 9700K will run at its base frequency of 3.60 GHz. Consider using ThrottleStop. Share some screenshots of the main ThrottleStop interface, FIVR and TPL windows on www.imgur.com or a similar site. Observe the Limit Reasons window while the CPU is running. If any boxes under the CORE column are red, it could signal the cause of throttling.
The motherboard is an Asus Prime Z390-A.
I haven’t updated the BIOS since 2019, as my friends suggested it might be risky. Using HWiNFO shows no issues, and ThrottleStop also appears normal. Here are the images:

Might your friends think you could damage the mobo if a BIOS update fails? That's accurate, but keeping the BIOS at 2019 keeps many issues. I updated an Asus mobo BIOS yesterday.

Updating ensures better stability and compatibility.
Forget about outdated BIOS—old updates leave security risks.
Do you still have a BIOS from six years ago? Could it be the cause of your problem?
Has your CPU ever been stuck at 3.6GHz since purchase, or is this a newer issue?

I just updated my BIOS, so it shouldn't cause any issues now. However, the CPU speed is still around 3.60 GHz. I only noticed that with Intel Extreme Tuning Utility, when checking the CPU ratios, the first three cores are at 4.9 and the rest at 3.6. During a stress test, all cores stayed at 3.6. But when changing it to something like 4.4, they increased accordingly. Does anyone have any idea what might be happening?

If all cores are engaged, maximum turbo won't be reached.
This is standard behavior.
During a single core task such as on cinebench, all of your cores operate at the base frequency of 3.6 GHz.
Unfortunately, the maximum and minimum settings are at 100%, which might explain why this isn't the issue.
