I started my PC after boosting the CPU to 4.6GHz, running several tests to check stability and performance. The results were consistent—temperatures stayed normal and the CPU operated smoothly at that speed, achieving over 200 FPS. However, when I opened CSGO, the GPU dropped to 4.00GHz and failed to return to 4.6GHz until I restarted the system. Adjusting BIOS settings didn’t help; the same issue persisted. I’ve been experimenting with different configurations and resetting the BIOS to its default state, but the problem remains.

Open the control panel and navigate to power options. Ensure the performance profile is chosen, which keeps your CPU running at maximum capacity continuously. This might be useful if you encounter this issue only with one game. For more control, go into advanced power options, adjust processor power management, and set the minimum to around 10% while playing, and the max to 100%. This should prevent the issue from occurring.

CSGO operates on two threads and features relatively simple graphics, making it unlikely to encounter problems at 300fps on this PC with standard maps. The game isn't overly demanding on the CPU either—it's an older title, and its core code hasn't seen updates since its release. You should be able to achieve around 300fps in office settings using a 4.6GHz i7-3770K processor with the GTX970 at full settings.

I'm not aware of any game-specific factors related to clock speed limits or capping, whether for FPS or CPU usage. From my perspective, these are external configurations. It might be an ini file added by Steam; you should review its settings, as Steam remains active even after the game is stopped. Try exiting Steam completely (ensuring it's fully shut down, including all processes and services in the task manager) after closing CSGO to see if any changes occur.
