You’ve tried several fixes but still can’t see anything on the screen. Everything seems connected properly—CPU, power cable, fans running—and you’ve reset CMOS and BIOS. Make sure the motherboard is properly seated in the case and that the display is correctly connected to the correct port.
Are the cables properly attached on the power supply side as well? Did you verify that the monitor is linked to the graphics card? AMD systems can sometimes need a short wait before they fully boot, have you given it a few minutes to POST? When you said you reset the CMOS, did you follow the instructions in the motherboard manual—specifically using a jumper cap or a metal tool like a screwdriver?
All cables are properly attached to the PSU, it's a non-modular setup. It connects to the GPU. I waited about 10 minutes to connect the HDMI and still didn't get a signal. The CMOS was reset according to the motherboard instructions—removed the Houma battery lights and used a screwdriver on the JBT pins.
This loose wire near you resembles a fan header. If it's the CPU cooler cable, the CPU issue might originate from there.
Consider these suggestions. Update the CPU, flash the BIOS. Test the processor on a friend's board. Check if it works properly.
