Just now I upgraded my budget rig with an RX 460 2GB and a Phenom II X4 B95. It was working fine until I noticed performance drops when playing Dark Souls 3, Dark Souls 2, and Subnautica Below Zero at full resolution. Even though the CPU isn’t throttled in the Power Plan menu, there are occasional stutters that feel annoying and can cause nausea. I adjusted the CPU power limit to 80% in the settings, which fixed the issue but reduced performance by about 20%. I’m considering upgrading to an i5-3470 because it scores roughly twice as well on Geekbench. I’ve been using a stock cooler with silicone paste and 4x2 1600Hz RAM set to 1333Hz in BIOS. There’s also some debloat software installed. It seems like the problem might be related to throttling or overheating.
