Checking if BIOS updates aren't affecting the issue suggests a software cause. Are there any optimization tools active? Turn them off if you have them. Your Windows power plan should be either Balanced or Full Performance for a desktop, avoiding Power Saving mode.

To secure the MSR turbo settings, remove the Disable Controls option and verify the Lock setting under Power Limit Controls. Also review the Speed Shift toggle as your system may be applying throttling. Your video quality was acceptable, but I needed to view the TPL window to track any adjustments to power restrictions. If issues persist, enable the Log File feature on the main screen before beginning gameplay. Your tests indicate turbo boost is being turned off. Intel offers various techniques for this control, so some experimentation is necessary to identify the specific method in use. Examine the Limit Reasons window for any reported throttling causes. Share a screenshot of the FIVR window for reference.

P.S. I’d remove Norton immediately if needed. Once both MSR and MMIO limits are secured, you’ll notice two yellow lock icons on the left side.

Thanks for trying. I reviewed the log file, but I’m not sure how to apply it or hide it from yourself. The checkbox isn’t available, and there’s no clear way to avoid seeing it. Apologies for the confusion—I really value your support.

It seems okay after the initial drop, but it comes back up. The CPU usage is around 45-50%, yet it's only drawing 25-35 watts—does that look typical?

The processor operates only with the power it requires. Many games don’t load the CPU completely. As long as your CPU runs smoothly at its maximum, everything is fine. I rely on basic logic for antivirus protection. Windows Defender works well and consumes fewer resources than Norton. Avoid opening suspicious email files such as NukeMyComputer.exe.
