The Corsair RM750x seems adequate for the 9700x and 9070 XT.

I haven't turned on PBO on the 9700x yet, and I'm not sure if it's necessary. Without it, the CPU uses its full 80w, and the PSU should handle it easily. It becomes more complex with PBO, allowing the CPU to draw up to 180w. Combined with a 400w GPU spike, it might reach the maximum 750w. It should still work fine.
I have four case fans and two CPU fans, but no RGB lighting. The RM750x is brand new and still within the return period. What are your thoughts?
If I had your position, I’d exchange the unit and obtain another Corsair-branded model from the same line, but with increased power for extra flexibility. Which RX 9070 XT are you considering?
Seeking a model priced around the MSRP, such as Sapphire Pulse or Powercolor Reaper. Possibly an 850w would fit better.
Out of curiosity, why? My assumption is that the rest of the system consumes less than 100 watts.
Thus, even during those brief spikes, a 180W CPU plus 100W of the rest of the system plus 400W during the spike period still results in a maximum of 680W.
The RM750x is a robust power supply, and I think having around 70W of reserve is more than enough, even if it were drawing that full 400W continuously.
I don't rule out the chance that I might be missing something.
Consented that the 750x serves as a solid PSU and could work well with that setup, but it’s best not to consistently push it near the maximum rating of a PSU. Because the original poster is still within the return period, this decision is clear. Opt for the 750x and choose an 850x (min.) or 1000x.
