It depends on the components and their condition. A low-cost air cooler attempting to handle a 13900k would run continuously at full capacity and be noisy. Using a dual fan setup with a more powerful GPU would also generate significant noise while cooling.

In my earlier setup the AMD stock cooler was the most noticeable part. Usually it requires a substantial amount of power to reach full GPU fan speed. Case fans rarely reach that level.
