I'm a bit delayed in responding but I can verify this on my PC too. The 7800X3D 4070 at 144hz causes some frame limiter issues that lead to minor stuttering. The solution I found is to play the game with maximum settings and PT enabled, which prevents FPS from hitting 144hz and makes it run smoothly.
