This is happening both in-game and in Windows with very minimal multi-tasking (a few web pages and one instance of World of Warcraft running.
The stuttering and lag is often followed by a delayed beeping sound and more stuttering and it comes and goes. I am 99% certain this is a software issue of some sort as none of the parts are faulty thats for sure. Nothing has been tweaked or anything and I am using BIOS version f21, the one it originally came with.

F21 BIOS, everything is brand new, less than a few months old. I downloaded the OS from the official Windows site.
What PCIe power cables were you employing for your graphics card connection?
Did you connect via a daisy-chained setup using the PSU cable along with a 16-pin adapter?
Or did you utilize two separate PCIe cables together with a 16-pin adapter?
Is the 16-pin connector firmly attached to the graphics card (not loose)?
I connected the two separate 8-pin connectors to the 16-pin adapter included with the GPU, and it was firmly secured. I should note that I previously had a 7600 in the system, but there was no lag before switching to the 7900. The problem began after that change.
Set up the latency monitor and follow the instructions; it will point out any problematic software or drivers.
No, you are not using a Ryzen 5 7600 stock CPU cooler with a Ryzen 9 7900.
Why not opt for the stock cooler from Ryzen 9 7900? It performs much better.
