Essentially I'm facing an Ethernet problem where it toggles on and off for about 15 minutes. It works in games and servers like Apex Fortnite, but not at all in YouTube. The odd part is that it reports as connected, which makes me think I took the photos when my internet was down. I reset the network settings and changed the DNS server, and it worked briefly before turning off again after a few cycles. It's really frustrating. I've tried netsh winsock commands and ipconfig fixes, but nothing seems to help.

It seems you're switching your DNS settings. Likely, your ISP's DNS isn't working well, so adjusting it through your router's interface is best. Navigate to the Network/DHCP section, set the primary DNS to 8.8.8.8, and don't forget to save changes. After that, restart the router and then reboot any devices connected to it to ensure everything functions properly.

Sure, I'll do my best. Will it also impact my wireless devices like phones?

Sure, I understand. If you're right, there could be aspects I haven't considered.

Consider using Cloudflare DNS; primary at 1.1.1.1 and secondary at 1.0.0.1. I've installed it on my router, so all my devices route through Cloudflare. It supposedly offers stronger privacy compared to standard ISP DNS services.

They rely on personal DNS caching but that won’t solve their immediate issue. They’re simply trying to connect to the internet one step at a time.
