I purchased the components and built my PC. Specs included: CPU - Ryzen 7 9700X, Motherboard - MSI B650 Gaming, Wi-Fi RAM, Corsair Vengeance RGB 32GB (2x16) DDR5-6000 SSD, WD Black SN770 2 TB M.2 4.0 NVME GPU, MSI VENTUS 2X OC GEForce RTX 4070 SUPER 12GB PSU, MSI MAG A850GL 850W 80+ Gold Certified, CPU cooler from Cooler Master, and a power supply rated at 240L Core ARGB. For a week there were no issues, but now for three days the PC stops working after turning it on. When I enter the password, a blue screen appears immediately. I also found that the PC only powers up when both RAM sticks are installed; trying one at a time caused it to fail completely.

The issue was with the BIOS, but that's okay.
