Hey! I've tried to figure out what's going on with your setup. Here’s what I’ve done so far:
- Used a surge protector with a switch, turning it off at night.
- Checked for CMOS changes and deep sleep settings.
- Restarted the PC and tried disabling wake-on-LAN.
- Performed a clean Windows installation.
- Looked into what caused the PC to wake up (it says 0).
- Restored from AC power loss, but it was off.
- Noted that it works after shutting down via the shutdown button and with Shift+shutdown.
- Built the system in January, started noticing these changes in May.

When you press the power button, it remains on. It can also switch on by itself after being turned off this way.
Follow the guidance to open Device Manager. Disable mouse and keyboard options. Verify advanced power-plan configurations if they might trigger the issue.
I updated every power plan setting, so it shouldn't activate or turn on, though we'll check.
It’s more likely you should check the BIOS configuration. Focus on what happens after a power outage—your settings probably set to boot the PC again after failure. (Useful for always-on systems). Adjust it so it doesn’t power on automatically or to recall the previous state. Advanced > Onboard Devices Configuration > Restore On AC Power Loss > Power On Couldn’t get an Asrock BIOS screenshot, but it should be described similarly.
