Alternatively, it could be a strange voltage drop from your wall. If your PSU isn’t dusty and has enough space to operate freely (such as your PC isn’t sitting on carpet and PSU air vents aren’t blocked), I’d attribute it to wall power issues. When this happens especially under heavier loads, the problem likely lies with the PSU itself.
