I along with several others attempted to resolve this issue privately. It turns out turning off the "Wake Timers" resolves the problem, especially if the "Wake Source" type is set to "Wake Timer". If your PC experiences similar issues, examine your "Wake Source" by executing the command powercfg /lastwake in CMD. When it shows "Wake Timers", follow this procedure to disable them:
1. Open Start and type "Power Options", then click Run.
2. Select "Change plan settings" for a power plan.
3. Choose "Change advanced power settings".
4. Under Sleep, expand "Allow wake timers" and set all options to Disabled (both battery and plugged in).
5. Confirm by clicking OK.
To guarantee the computer stays asleep at all times—even if Windows shifts power plans unexpectedly—repeat these steps for each power plan.
