MB - Asrock 970 extreme 4
CPU - 4.5 FX-8320
GPU - R9 270X DDR5
Cooling - Nepton 240M
Power Supply - 650w
Operating System - Windows 10
I set my CPU to 4.5 with 1.45v, and when I run prime95 with HWmonitor it shows all cores at 100% with temperatures between 20-25°C or lower. Is the stress test not functioning correctly?

This might indicate a motherboard issue, consider resetting the CMOS and keep everything unchanged to observe the outcome. What do the system logs report when it fails to boot?

Several programs struggle to detect AMD's faulty sensor layout accurately. It seems you should try AMD Overdrive to see how much throttling it can cause.

I restored my BIOS to normal and enabled amd overdrive, using the same settings as before. The system displayed an error message prompting a restart. After several restarts, I reset the CMOS and it successfully booted to Windows again. Now, regardless of BIOS adjustments or overdrive settings, the system remains stuck at version 3.5. What changed?

I reset the CMOS and tried once more, now it functions properly. That's great, please let me know if this is the desired outcome.
