Nope, still not booting.
Edit: Just to note, since I'm not starting up, I'm stuck in a reboot loop until the system boots with a lower RAM speed.
Edit 2: I actually have a store with faster RAM (same type, 3000 MHz). I can visit tomorrow to test it. Maybe ask my dad if we can try that, because the speed the RAM is supposed to run at isn't working either.
Edit 3: I'm going to try some of the higher-speed RAM and will let you know tomorrow if it helps.

I received the 3000 mhz ram which was a help, though there were still some freezing problems.
The 3000 MHz RAM should allow for better overclocking. Consider trying 3200 MHz with the same 1.300v setting.

Use the following command in the command prompt: sfc/scannow. Wait for its completion, then restart the system. Check if it improves performance.
