I assume you have EXPO enabled in your BIOS. As an experiment, disable it. Run memory at stock. Any difference?

I don't have EXPO turned on, I almost overlooked that when putting everything together. I usually wanted to enable it, but never made it happen. I updated a few drivers, including a GPU driver, and so far things are working well, though the problem still comes up occasionally without any clear cause.

No... I didn't intend to. If I make changes, it might restart while updating. Wouldn't it be risky to lose power suddenly during a BIOS update and cause serious harm?

Have you ever encountered a system halting outside of Windows environments?

Probably. A power interruption during the brief time needed to refresh the BIOS is something I worry about. A completely non-functional computer might happen if power cuts occur while updating. Therefore, I link my PCs to a UPS (APC 1500VA) when changing the BIOS.
I experienced occasional mysterious shutdowns on my video editing machine, which I believe I resolved by switching from the 2021 Corsair RX850M to an MSI A1000G. Now I don’t need to rely on MSI Afterburner to cap my RTX 4070’s power at 95%.

You seem to be asking about what someone meant when they said sorry, noting that only Windows is installed.

It's a good suggestion to use a UPS. However, if the PSU is the cause, restarting might still happen even with a PSU.
How long did this problem last?
I've updated some drivers and also updated GPU Tweak III so far; the issue hasn't happened recently, though it's been a few days now. I'm also wondering if I might just be lucky and it will come back later.
I experienced strange problems on my old computer that I built myself. I played a game for a while without any issues, but then the whole PC would freeze, the sound kept playing, and eventually the screen would go black. Only holding down power would stop it. This problem lasted about a year or two, happening occasionally before disappearing suddenly. At the time, I didn't know much about PCs, so I never updated the BIOS or drivers. I also didn't update drivers much, but it just stopped working one day and now everything is fine.

It doesn't restart when I enter the BIOS, though I rarely do. I usually only do it after finishing assembly and then a few more times to confirm the settings. This problem started around... perhaps a week and a half ago, to two weeks back. I haven't touched the BIOS since October.
