It seems I might have resolved the issue by simply disconnecting and reconnecting the charger. The cause isn't clear to me.

the laptop is having issues with the charger as well, but since it's ten years old, i assume it won't be performing exceptionally well.

The image shows typical behavior where a laptop throttles both power and temperature simultaneously. Ensure you're using maximum performance mode to activate high TDP and increased fan speeds.
