The motherboard you have is an ASUS TUF B360M-PLUS Gaming Board from the 300 Series, supporting DDR4, HDMI, VGA, M.2, and mAT X. It fails after installing two 8GB RAM sticks. It works with a single stick but not two. When it begins to beep and shut down, that’s the issue.

Test each stick individually and then confirm both slots are functional by inserting one known working stick and starting the device.

It doesn't produce a beeping sound. The system launches the RGB start and then attempts to restart before trying again.
