The issue involves a problem with your motherboard where it doesn't respond to ACPI commands to shut down, or it does but the power source is faulty and can't cut power. If you used Windows 98, you'd see this warning: But this message no longer exists, as well we are in 2015, let alone back in 2000: all computers support ACPI. Possible reasons include a BIOS/UEFI bug—upgrade to the latest version from your motherboard maker's site and follow their instructions. Another possibility is a device on the board blocking it; disable it in UEFI/BIOS. You may need to reach out to the motherboard manufacturer for help, as the board itself could be damaged. Also, contact the power supply company for technical support, since the board might function but the power source won't allow shutdown.
