Suggest leaving the edges out of the container and recheck or watch it. Also place the case flat on its side on a cool surface, allowing hot air to rise freely for better heat dissipation.

The thermal paste needs to be very thin, particularly at the center, after the cooler is fully installed. If lifting the cooler reveals a thicker paste, it suggests poor contact between the cooler and the CPU.

Check for temperature limits and see if the processor is boosted. Did you set up Intel Extreme Performance Utility to track performance?

the cpu isn't overclocked, my pc is running on windows with the window open, and it's around 5 degrees outside, so I believe there might be a simple fix.

I've checked the same cooler; I adjusted the fan settings. Swapped the original paste for Arctic MX-2, and it stays below 65°C even during heavy use.

Make sure the cooler was set up properly. Your wife's 8700 on a standard Arctic Freezer 33 doesn’t reach such high temperatures, even when stressed. It needs about $5 more mounting pressure. The 9600k model stays cool well with standard installation.
