The key point is your RAM is operating at 2133mhz instead of the expected 3200mhz. This might affect performance noticeably. You should access the BIOS, turn on XMP, and choose a 3200mhz setting.
the game performed even worse than before when I followed the solutions Koekieezz recommended. I also enabled xmp at 3200mhz, yet it still lags and the benchmark showed better numbers than the first test. I wouldn't have tried these steps originally, but I'm still puzzled about why this machine is so challenging.
My suggestions seem to improve slightly but still cause some issues.

Boot into windows, select power plan, choose
AMD Ryzen Balanced Power Plan, adjust settings:
Advanced Power Settings → Processor Power Management → Minimum Processor State to 1%,
Maximum Power State to 100%,
System cooling Policy to active,
click OK and save changes.
Next, open Nvidia Control Panel, set as:
Threaded Optimization = On, Quality = Max Performance,
Power Management = Adaptive (not optimize or other),
MFAA = Enable, OpenGL = My gpu (1070), Low Latency Mode = ON.
I tried this on my friend's R5 3550H and it gave a noticeable boost in performance.
Use Regedit to check:

find SecondLevelDataCache,
enter 8192 (tick decimal), rename to FirstLevelDataCache, enter 1024,
then ThirdLevelDataCache, enter 65536,
verify the numbers match. If everything matches, restart and recheck in regedit.
