Is there any residue left on the chip? If present, are there any printed or engraved symbols on it?

I spotted the image but couldn't locate the IC numbers. It seems connected to power delivery for the fan headers.

Confirmed this as the power source for the 4-pin fan connector farthest from the code display, which is puzzling since it’s the only one I haven’t connected before—and it’s the only one that’s not working.
