You reinstalled Windows, did you also install all the necessary drivers (like chipset)? If not, check your model on the manufacturer’s site and download the required drivers. Also, try using the fn keys again after installing and restarting.

I reached out to Microsoft and they confirmed they’ll call me tomorrow at 10:00 a.m. I’ve installed all the necessary drivers and will respond as soon as they call me.

We had already fixed the issue with Microsoft, but it seems the Team Viewer 11 monitor driver was the cause.
