In Windows 7 it functioned properly, but in Windows 8.1 the Bluetooth setting isn’t visible anywhere.

Did you set up the correct drivers for your Bluetooth adapter? If so, the setup should appear as shown.

It functioned on Windows 7 after upgrading to Windows 8.1 three days prior. If Bluetooth isn’t available, let me know and I’ll guide you through the installation steps.
