Some game files might be damaged. Reinstalling the game would likely help.

It looks like the issue is with your game alone. If other games work then reinstalling might be the only solution.

I'm seeing over 200 fps on a 780ti at 1080p. The only issues are crashes in the same area and mouse sensitivity problems.

We aim to fix: Mouse issues, such as smoother movement, better sensitivity and speed settings in BioShock; more audio speaker modes in the Audio menu of BioShock; clearer FOV adjustment options in BioShock, BioShock 2 and Minerva’s Den; compatibility with 21:9 screen ratios in those games; and overall stability improvements to minimize crashes.
