It looks like the issue is with your game alone. If other games work then reinstalling might be the only solution.

I'm seeing over 200 fps on a 780ti at 1080p. The only issues are crashes in the same area and mouse sensitivity problems.

A new update is coming soon. We aim to fix: Mouse issues, such as smoother movement, better sensitivity and speed settings in BioShock; more audio speaker modes in the Audio menu of BioShock; clearer FOV adjustment options in BioShock, BioShock 2 and Minerva’s Den; compatibility with 21:9 screen ratios in those games; and overall stability improvements to minimize crashes.
