I believe the second assault is something to skip; dragon's teeth was great in my opinion. Following that, the focus should be on China's rise or a naval strike. I can't confirm the last stand, but it seems like my personal favorite. If not, I'd recommend going premium or leaving, since it's relatively affordable. Otherwise, just play with the standard maps—it's not too rare among them.
Based on what I've seen, most other content beyond the Battlefield 4 maps and recent expansions isn't available anymore. I only had premium for PS4, so I'm unsure about PC options, but there weren't many ways to access older expansions. It was also tough to find anything for pre-latest releases. So, I'd recommend going with the latest update. Earlier, Second Assault games were still accessible quite easily.
Dragon's Teeth and Naval Strike are currently the top-rated DLC maps according to my perspective, while China Rising maps attract a fair amount of interest. Second Assault maps tend to appear mostly on 24/7 Metro servers. The next DLC is expected soon, and it’s likely to become the most popular for a while. If you can only choose one, why not wait for that release?
