The average FPS is high, but there are single-digit 1% and 0.1% lows.

Nothing altered. I also attempted to boost the frequency, but that led to a black screen, so I had to reset the CMOS. Also, I'm unsure if this will help, but in one of my CPU-heavy games (RTS), my screen starts to flicker (losing brightness) when I hover over many units. This doesn't occur in other games (including other RTS), but it didn't before the upgrade. Perhaps it's related to the CPU? It should be handling 0.1% lows. Temperatures seem normal and stable.
The image shows 1800 FCLK and I think stutters are the same or even more severe.
After examining the charts more carefully, the prominent peaks and valleys correspond to the GPU2, likely the integrated graphics of the 7700. Did you link the display to the 5070 or the main motherboard port?
The GPU slot has a peculiar setup where the main GPU is marked as GPU2, while the AMD GPU (likely an integrated model) is labeled as GPU1.
Fps dropped significantly (as anticipated), and small stutters became more frequent.
