If the board supports a zero RPM setting, Corsair RGB software on an ASUS board works best. Use HWInfo or your BIOS right after turning it off to verify this. If temperatures appear as expected, consider using an IR thermometer aimed at a flat, non-reflective area of the VRM to measure its heat. Hand testing can be risky and may damage components.

Also a brief remark on VRM: Most VRM parts can handle temps well above 100°C, typically around 120°C. Since you're running a powerful multi-core processor, its activity naturally increases VRM demand, which explains the temperature rise during startup.
