It is connected directly to its own outlet at the wall. I'll capture a photo inside it tomorrow.

The symptoms persist without a matching CPU/BIOS package. Did you purchase the CPU and motherboard together or separately?
Yes, I received the board, CPU, and RAM bundled together as a 'working computer'.
I resolved the problem—it was the backing plate for the CPU cooler.
Despite foam covering the edges, metal parts were exposed and touching the underside of soldered capacitors when tightly secured, causing shorts.
I reverted to the original cooler and it worked fine.

It was just an average P4K experience, I won't be using anything like that again!
