If the connection is a data pin, it's hard to imagine the CPU working well without it. This fix was shown in a Luke personal rig update video from a couple of years ago, but it's not something most people can do.
I doubt it can be repaired ... looks like the pad was torn with the pin ... there was a round or square copper pad attached to the insides with a very thin via or something similar, see the center depression where the pin used to be A fix would involve maybe getting a high speed dremel to drill around that hole into the fiberglass substrate until you reach the very thin via, then solder something to that, then fill the depression with epoxy or whatever, then solder a pin on the new wire. Complicated repair for a cpu that's barely worth it.
Current eBay prices for a Ryzen 1200 range from $70 to $90. It might be smarter to purchase another one instead of spending on repair tools they likely don’t own, given the uncertain results and time commitment. Upgrading to a Zen+ chip could also be a better option.
