I need your help with the Amd Radeon 8490 graphics card issue
Last night I tried to change its BIOS settings to raise the voltage from 1.075 to 2.000 using the Radeon bios editor (from techpowerup). After updating that setting, I flashed the new BIOS into my graphics card via Atiflash on Windows 10. When I rebooted my PC, it didn’t show a display, but the computer started fine—even with the startup sound and pressing F12 to enter the boot menu, it beeped. This means the PC is booting but the graphics card isn’t showing anything, and the fan is running too loudly.
I’m really struggling and can’t afford to buy a new GPU.
My PC model is Dell OptiPlex 780.

You have the option to use a second GPU. You don’t need to link them using something like crosslink or similar. If you can’t flash your BIOS, you can discard this card. Even if you manage to flash an older BIOS, the GPU might still be faulty or nonfunctional.
You didn't just change Vcore from 1.075 to 2.0, did you? Max, you can go on a GPU voltage of 1.2 to 1.3V and even that is excessive. With 2.0V you might have damaged your GPU... If you have another GPU or IGPU, try updating back to the old BIOS otherwise you risk sending your GPU to the next graveyard.
