I recently chose to boost my FX-8320's speed but encountered an issue—I pushed it to 4Ghz yet it remains at 2,88Ghz during the maximum 95 stress test and only operates at 72% capacity. HWiNFO Reports shows the package temperature at 38°C. I'm just starting out with overclocking, could you assist?

CPU model is FX 8320, motherboard brand AsRock FX990 Extreme3. Graphics card features GTX 960 with 2GB RAM, 16GB of memory, a 120GB SSD drive, and a 1TB hard disk.

I switched off Cool n Quiet and it appears to be working properly now.
