I came here looking for a solution, but I was let down. That title seems misleading. Sorry if I came across as unhelpful. I’m really confused.

Cutscenes in games are managed in various ways. Some use pre-recorded films (rendered inside the game engine) while others limit frame rates to keep audio in sync. Generally, I don’t see major problems with cutscenes stuttering across most titles I’ve played. The most recent ones I remember were the loading movies in Call of Duty that seemed shaky until the level finished loading. Developers often overlook this because testing is limited to a few configurations, and software can work perfectly on one setup but fail badly on another. My video clips might look unstable. GTX 1070 paired with a g-sync screen. When the refresh rate decreases... it becomes clear.

It seems designed to hide a loading screen, but the process of loading and starting the next section is affecting performance. I've encountered similar problems in newer Call of Duty titles where video playback stutters or fails until completion.
