Rocket League and Civilization will likely be average at best. I suggest a more solid gaming setup. If you're sticking to your budget, go for an AMD APU-based system.

Conducted additional investigation. In short, the 1366x768 setting works well for Civ VI and Rocket League. No issues detected.

I had a quad core AMD laptop @ 2.7 Ghz and it ran Civ 5 lowest settings and resolution. Got down to 20 FPS when I had a bunch of stuff on a map. Civ depends on the map size and amount of units. I recommend not gaming on a computer that is not meant for gaming. There's a reason that your laptop is not advertised as a 'gaming laptop'-it handles games terribly. Trust me, I've been there, wanting to play games on a craptop. It just isn't worth it . Save that money for games to buy on a new rig, if you plan on getting one. I did what you did and bought awful games for an awful computer. Then I got my beast(Alienware 15 R3) and all I had were shit games to play. Save your money.

Initially, it won't be a pleasant experience at all. The bigger the map and the more elements there are, the worse it becomes. I suggest using 4-player maps and setting all the options to low, while lowering the resolution completely.
