Access the start menu first. From there, use the charms bar for desktop personalization and the start menu color theme options on the start menu charms bar. TLDR: Press Windows key → Start → Charms → Settings → Personalize

Hi, in Windows 8.1 Microsoft has relocated this setting to the Charm bar. To reach it, ensure you're on the Start Screen. Press the Windows key plus C, then choose Settings or move your mouse to the top-right corner and click Settings. Go to Personalize. (Reminder), if you access it from the Desktop, you'll go to Desktop customization instead. Confirm you're on the Start Screen. Pick your background art, which is now animated. Next, pick a color from the ‘Background color’ palette, then choose your accent color for the animated element. That's complete.
