Begin with the RAM. Remove all of them, power off the PC, wait for the motherboard error to clear, then restart it. Use just one stick in the correct slot on your motherboard and check if it boots.
From what I observe in the video, memory training is needed for the RAM. There was a problem where the device stuck on the orange LED and after about 3-4 minutes changed to red but stopped responding. I resolved it by removing both RAM modules, resetting the CMOS, and then booting with one stick before adding the second one. Another time it occurred, my approach was to flash the BIOS of the motherboard using the dedicated button on the board itself, followed by a CMOS reset. I think starting with the second method would be simpler if you have access to another PC to download the latest BIOS file.
